On the FEMA Trailer Tests in Iowa

A FEMA Trailer Update

With Winter closing in, there are still people in Texas living in tents in the aftermath of Hurricane Ike. FEMA has 20,000 trailers in storage ready for just such an emergency, but they won't release them for use. Michael Shaw has some thoughts.
